You're carrying Section 106 commitments or social value targets — and they're hard to evidence with anything meaningful. You have roles that stay open because the right candidates simply don't exist in the usual talent pool. And when you do recruit and invest in training, too many people leave — forcing you back to agency staff, paying the same costs all over again.
ETS solves all three. We hand-pick motivated people from local communities who are genuinely ready to work. We provide the training fully funded, at no cost to you. Our employment leads work alongside learners after training ends, supporting them into and within work. Not everyone enters employment immediately — and we don't walk away until they do.
We provide clear outcomes data aligned to TOMs themes, suitable for procurement reporting, bids and Section 106 compliance. No additional burden on your team.

Construction · Sizewell C · Suffolk Skills Bootcamp
In partnership with CarmichaelUK and Sizewell C contractor HW Martin, ETS delivered a targeted Skills Bootcamp at the Waterloo Centre in Leiston — funded by Suffolk and Norfolk County Councils and the Department for Education. Local residents gained CPCS A73, CSCS Labourer, first aid, manual handling and site safety qualifications. Every learner was offered a guaranteed interview. Those not immediately placed received six months of wrap-around employment support.

Justice · Prison Leavers Programme
Working across multiple prisons through DPS contracts with the Ministry of Justice, ETS delivers vocational training across construction, rail, facilities management, utilities, customer service and hospitality — inside custody and continued on release. Everything we do is focused on one outcome: employment. Learners gain accredited qualifications and the practical readiness to move into work from day one.

DWP · Community Employment
Commissioned through DWP, ETS run sector-based work academies right across the UK — popping up in community venues, job centres and partner spaces. Programmes run across construction, customer service, hospitality, security, care and rail — each ending with guaranteed employer interviews. Employment coaches stayed alongside candidates after placement.

Kerryn Wotton has been CEO and Interim CEO of national organisations in criminal justice and domestic abuse, and has led large-scale L&D functions. Lee Johnson brings 20+ years of commissioned provision experience — DWP, MoJ, Local Authority, Skills Bootcamps — with a track record of securing significant public contracts. He has worked as Prison Education Manager at Novus and as a Regional Governor of Prisons, giving him rare insight into how the system works from the inside. 20+ years' senior leadership across criminal justice, social enterprise and charity — as CEO, Director of Operations and Interim CEO of national organisations in criminal justice, literacy and domestic abuse. A trainer and teacher by background, and an experienced consultant and strategic facilitator. Has led UK-wide reintegration and employability support programmes, grown national L&D functions, and driven employment outcomes at scale. Former Chair of a national prison charity. Currently Chair of the HMP Doncaster Employment Advisory Board.

20+ years across justice, education and skills in both public and private sectors. Former Prison Education Manager and Regional Director at NOVUS (LTE Group), and Regional Governor of Prisons for HMPPS — giving him rare first-hand knowledge of how prison education and employment systems actually work. Lee's strength is in connecting: he sees gaps, spots opportunities, and brings employers, commissioners and communities together to make things happen. He designs our programmes, builds our relationships, and drives the business development that keeps ETS growing.


Jess leads on employment progression across ETS programmes. Before joining ETS she worked in emergency care and as a qualified Independent Domestic Violence Advocate — roles that demanded real skill in supporting people through crisis, complexity, and significant personal barriers. That experience shapes everything about how she works: person-centred, trauma-informed, and focused on building the confidence and resilience that make employment stick.
Danny focuses on back-office data processing and communications. Before joining ETS, he worked in administration, data analysis and customer service. This experience has helped him process learner data, ensuring all records are maintained accurately and in line with government guidelines and regulatory standards. With a detail-oriented approach and strong communication skills, Danny contributes to maintaining high-quality administrative processes while supporting both colleagues and learners effectively.

ETS partnered with CarmichaelUK and Sizewell C contractor HW Martin to deliver targeted Introduction to Construction Skills Bootcamps across Suffolk — connecting local residents directly into long-term employment on the UK's largest infrastructure project. Training took place at the Waterloo Centre in Leiston, funded by Suffolk and Norfolk County Councils and the Department for Education.
Learners gained CPCS A73 plant & vehicle marshalling, CSCS Labourer accreditation, first aid, manual handling, COSHH awareness and abrasive wheels certifications — blended with personal development and confidence building so candidates were truly ready to walk onto a live site.

Social Value
Social value isn't a box to tick.
It's a business case.
Under PPN 06/20, 10% of all central government contract scores must be awarded on social value. Section 106 agreements, local authority procurement and major infrastructure frameworks carry similar obligations. ETS exists to help you meet them — with outcomes that are real, measurable, and audit-ready.
